God is not the creator of any person’s sin
The bible tells us that a person is first tempted based on the lust in their heart and then if they let that lust-filled temptation take root and grow it will result in sin.  The bible also tells us that God does not tempt man. Therefore, if God doesn’t create the temptations that if followed result in sin, God is not the creator of anyone’s sin. In addition, God’s word is true and consistent (Isaiah 40:6-9, 1 Peter 1:23-25).  His word endures and all throughout the Bible we are warned not to sin and even commanded to walk in holiness as He is holy. (1 Peter 1:13-25)

13Let no man say when he is tempted, I am tempted of God: for God cannot be tempted with evil, neither tempteth he any man:
14But every man is tempted, when he is drawn away of his own lust, and enticed.
15Then when lust hath conceived, it bringeth forth sin: and sin, when it is finished, bringeth forth death.
16Do not err, my beloved brethren.
James 1:13-16

There are consequences to sin
Although God is aware of our actions and our true motivations, a person chooses to give into temptation and sin.  There are also consequences for a person’s sin.  The bible tells us that a person is bound by the cords of his sin and that sin separates us from God and can even prevent Him from hearing us.

21For the ways of man are before the eyes of the LORD, and he pondereth all his goings.
22His own iniquities shall take the wicked himself, and he shall be holden with the cords of his sins.
23He shall die without instruction; and in the greatness of his folly he shall go astray.
Proverbs 5:21-23

1Behold, the LORD's hand is not shortened, that it cannot save; neither his ear heavy, that it cannot hear:
2But your iniquities have separated between you and your God, and your sins have hid his face from you, that he will not hear.
Isaiah59:1-2

Also, please remember that just because there isn’t an immediate consequence to one’s sin, doesn’t mean there won’t be a consequence to the sin.

11Because sentence against an evil work is not executed speedily, therefore the heart of the sons of men is fully set in them to do evil.
12Though a sinner do evil an hundred times, and his days be prolonged, yet surely I know that it shall be well with them that fear God, which fear before him:
13But it shall not be well with the wicked, neither shall he prolong his days, which are as a shadow; because he feareth not before God.
  Ecclesiastes 8:11-13

But Remember
It is not God’s will that any of us sin and He is faithful.  He always provides a way of escape from temptation so that you never have to choose to sin (1 Corinthians 10:13, Hebrews 2:16-18)

1My little children, these things write I unto you, that ye sin not. And if any man sin, we have an advocate with the Father, Jesus Christ the righteous:  
2And he is the propitiation for our sins: and not for ours only, but also for the sins of the whole world.
3And hereby we do know that we know him, if we keep his commandments.
4He that saith, I know him, and keepeth not his commandments, is a liar, and the truth is not in him.

5But whoso keepeth his word, in him verily is the love of God perfected: hereby know we that we are in him.
6He that saith he abideth in him ought himself also so to walk, even as he walked.
1 John 2:1-6
